Either party can, and both arrangements work. What matters is that the scope says who orders, who stores and who replenishes, so dispensers are never left empty by default.
Can washrooms be checked during the day?
Yes. Daytime checks or attendance can be included for busy buildings, retail centres and event days. The frequency and what a check involves are agreed in the scope.
